Where should I apply to register my car and what documents should I provide? Is it necessary to inspect the car and check it for wanted and stolen items? How much will this procedure cost?
What vehicles need to be registered?
The following types of mechanical vehicles and trailers are subject to state registration:
- passenger cars, trucks, buses, including special vehicles manufactured on their basis, and trolleybuses;
- motorcycles, tricycles, quad bikes and mopeds with a maximum design speed of over fifty kilometers per hour;
- trailers designed to travel in combination with vehicles.
(clause 1 of Article 64 of the Law of the Republic of Kazakhstan "On Road Traffic").
Which vehicles are not subject to state registration?
The following are not subject to state registration:
- combat vehicles, tractors, including self-propelled chassis and mechanisms manufactured on their basis, trailers used as off-road technological transport;
- trams and other rail mechanical vehicles;
- passenger cars, trucks and buses, including special vehicles, motorcycles and scooters manufactured on their chassis, trailers intended for movement in combination with vehicles, registered in other countries and imported into the territory of the Republic of Kazakhstan for a period of less than one year.
(clause 3 of Article 64 of the Law "On Road Traffic").
Does registration confirm ownership?
According to subparagraph 1 of Article 62 of the Law "On Road Traffic", state registration of vehicles is a form of authorization of vehicles to participate in road traffic and (or) operation on the territory of the Republic of Kazakhstan and beyond. The right of ownership of a vehicle arises at the time of concluding a transaction for its acquisition or at another time specified in the transaction. Registration of a vehicle is not registration of ownership. A vehicle is a device intended for the transportation of people, goods or equipment installed on it by road (subparagraph 28) of Article 1 of the said Law). A vehicle has this status even without being registered, but its legal operation in this case is impossible.
Who is the vehicle registered to?
The vehicle is registered:
- for individuals who are the owner, at their permanent place of residence or at their place of temporary stay for the period of temporary residence.
- for legal entities that are their owners, at their location;
- for branches and representative offices of legal entities - at the location of the branches.
(clause 5 of the Rules for state registration and accounting of certain types of vehicles by vehicle identification number).
Where does registration take place?
The registration procedure is carried out:
- in the registration and examination departments of the internal affairs agencies (REP);
- in special service centers for car owners ("special service centers").
Vehicle inspection
When registering, owners provide the vehicle for inspection at the registration point or on the territory of the Specialized Center for Service to check:
- safety of the design of the registered vehicle;
- the authenticity of number units and number plates (detection of hidden, counterfeit or otherwise altered number units, as well as number plates) and their compliance with the data specified in the documents for the vehicles and/or in the information system of the police authorities.
The inspection results are noted in the vehicle registration certificat . The inspection results are valid for 20 calendar days (clause 12 of the Rules).
Discrepancy between unit numbers and documents
If, during the inspection of the vehicle, discrepancies are found between the numbering of units and assemblies and the registration documents, the owner, in accordance with paragraph 47 of the Rules for state registration and accounting of certain types of vehicles by the identification number of the vehicle, must contact the internal affairs agency for a conclusion on the possibility of registration. Such a conclusion is issued after checking the circumstances of the change in numbers (repair, loss of plate, etc.) in the absence of the presence of the vehicle on the wanted list and grounds for initiating a criminal case.
Check for wanted persons
When registering a vehicle, it is checked against the information resources of the internal affairs agencies to determine whether it is wanted. The result of the check is noted in the vehicle registration repor , indicating the date, time, last name and signature of the authorized employee who conducted the check.
State duty
The following mandatory payments (state duty) are established for the registration of vehicles in accordance with subparagraph 9) of Article 540 of the Tax Code of the Republic of Kazakhstan:
- for issuing a certificate of state registration - 125% of the monthly calculation index (MCI);
- for issuing a state registration plate for a car - 280% of the MCI, for a motorcycle or a trailer for a car - 140% of the MCI;
- for state registration of a vehicle - 25% of the MCI.
List of documents for registration in the REP
To register vehicles, owners must submit the following documents to the registration department (clause 17 of the said Rules):
- vehicle registration certificate in the established for ;
- identity document (identity card of a citizen of the Republic of Kazakhstan, passport of a citizen of the Republic of Kazakhstan, birth certificate (for minors);
- address certificate;
- documents on payment of state duty;
- documents confirming payment of vehicle tax or the right to exemption from tax;
- for legal entities: a certificate confirming the state registration (re-registration) of a legal entity, branch, (representative office) of a legal entity, the charter (for verification) and their copies;
- technical document (vehicle registration certificate (VRC), vehicle passport (PTS));
- a certificate from the manufacturer or enterprise that installed special (or specialized) equipment on a vehicle within the Republic of Kazakhstan, or the relevant customs documents for imported equipment, a certificate of conformity;
- vehicle for inspection;
- for legal entities: an order (instruction) on the allocation and transfer of a vehicle to its structural division or another legal entity or individual, certified by a seal;
- a document confirming the right of ownership of a vehicle, which includes:
- documents confirming completion of customs clearance (customs declaration, customs receipt order, obligation to re-export in cases of temporary import);
- a writ of execution with an attached copy of a court decision, order, or notice to a bailiff about the actions of a government agency subject to execution, certified by the court;
- purchase and sale agreements, gift agreements, exchange agreements, certificates of inheritance;
- "Transit" license plates.
List of documents for registration at the Specialized Center for Social Services
To register vehicles, owners must submit the following documents to the registration department (clause 17 of the said Rules):
- identity document (identity card of a citizen of the Republic of Kazakhstan, passport of a citizen of the Republic of Kazakhstan, birth certificate (for minors);
- documents on payment of state duty;
- technical document (vehicle registration certificate (VRC), vehicle passport (PTS));
- a certificate from the manufacturer or enterprise that installed special (or specialized) equipment on a vehicle within the Republic of Kazakhstan, or the relevant customs documents for imported equipment, a certificate of conformity;
- vehicle for inspection;
- an order (instruction) of a legal entity on the allocation and transfer of a vehicle to its structural division or another legal entity or individual, certified by a seal;
- a document confirming the right of ownership of a vehicle, which includes:
- documents confirming completion of customs clearance (customs declaration, customs receipt order, obligation to re-export in cases of temporary import);
- a writ of execution with an attached copy of a court decision, order, or notice to a bailiff about the actions of a government agency subject to execution, certified by the court;
- purchase and sale agreements, gift agreements, exchange agreements, certificates of inheritance;
- "Transit" license plates.
Registration period
The vehicle must be registered:
- when applying to the REP - no more than 6 hours from the moment of submission of the required documents;
- when contacting the Public Service Center - no more than 2 hours.
(clause 4 of the State Service Standard " Registration, re-registration of motor vehicles and issuance of registration plates, with the exception of vehicles registered by the Ministry of Agricultur ").
Who can apply for registration?
The owner specified in the purchase and sale agreement or other document confirming ownership, or his representative by power of attorney, can register the vehicle.
Is it possible to drive a car that is not registered with the Road Police?
A vehicle not registered with the traffic police may be driven only if it has "Transit" number plates and only for traveling to the REP for the purpose of presenting it for inspection before registering the vehicle, as well as for traveling to eliminate faults identified during the vehicle inspection - if there are corresponding marks in the vehicle registration report from officials of the authorized body (clause 27 of the Rules). The validity period of transit plates is 10 calendar days. It is extended by a traffic police officer once for 10 calendar days.
What is issued as a result of registration?
As a result of vehicle registration, the owner receives:
- certificate of state registration of a vehicle
- state registration plates.
Is the registration office obliged to return the original document confirming the ownership of the vehicle?
After the registration has been completed, the registration office does not return the documents provided by the owner on the basis of which the car was purchased (for example, the purchase and sale agreement). In doing so, it is guided by the fact that:
- paragraph 30 of the above-mentioned Rules, which states that statements from owners, documents confirming the right of ownership of vehicles (numbered units), released registration documents, number plates of the states of registration of vehicles (if they are not seized by the customs authority) imported into the Republic of Kazakhstan, and "Transit" number plates are submitted to the registration point (this refers to the original documents);
- The said Rules and other regulatory acts do not specify the obligation to return title documents.
This circumstance should be taken into account and, if necessary, stock up on another copy of the purchase and sale agreement or its notarized copy.
